President Anura Kumara Dissanayake had been expected to travel to France in mid-July 2026. As that date neared, a post spread across social media claiming France had rejected the President’s visa outright, and had done so over the Negombo Prison deaths, an alleged central bank fraud, a fraudulent passport tender and the farmers’ protest, casting him as the first Sri Lankan president ever refused entry. We checked it against the record and the relevant authorities. Here is what we found.

Social Media Posts

Numerous posts circulated claiming the French government had denied President Dissanayake’s visa, framing him as the first Sri Lankan president to face such a rejection, as shown below.

Fact Check:

Media reports indicated that President Dissanayake was scheduled to visit France, at the official invitation of French President Emmanuel Macron. Details are available here and here.

The Sri Lankan Government Decided to Postpone the Visit

Media reports made clear that the Sri Lankan government had decided to postpone the visit, citing pressing domestic priorities that required the President to remain in the country. Details are available here and here.

None of those reports said France had rejected the President’s visa, and none cited the prison deaths, a central bank fraud, a passport tender or the farmers’ protest as grounds for any such rejection.

The reports further noted that no firm new date has yet been finalized. According to Foreign Affairs Minister Vijitha Herath, French authorities have been formally notified of the postponement, a suitable date before the end of the year is anticipated, and a new date has been requested from the French government.

This Was an Official Invitation from the French Government

This was an official invitation from the French government, extended to the President in February 2026 and delivered directly during a bilateral meeting between President Macron and President Dissanayake on the sidelines of the AI Impact Summit in New Delhi. Further details are available here.

Presidential Media Division

When we contacted the Presidential Media Division (PMD), it confirmed that the French President had extended the invitation during the AI Impact Summit in India, and that France had subsequently proposed a date in July.

They noted that, with the President needing to remain in the country for essential domestic matters, the visit has would be rescheduled to later parts of the year. PMD also stated that the decision to postpone was taken at the beginning of the month.

The Presidents’ Media Division also pointed out that, although an official invitation for a July visit had been received, they had never issued any official statement confirming the President’s participation specifically on July 16, and that it was problematic for media outlets to have reported his attendance on that exact date when no such confirmation was ever issued.

PMD further confirmed that the post is a fabrication with no basis, stressing that this was an official invitation from France.

Media Secretary to Foreign Minister Vijitha Herath

The office of Foreign Affairs Minister Vijitha Herath likewise confirmed, through his media secretary, that the invited France visit had been postponed to later this year. He clarified that this was not the result of any visa rejection, but of the President’s need to remain in the country for essential matters during this period.

Cabinet Spokesperson Minister Nalinda Jayatissa

Cabinet Spokesperson and Minister Dr. Nalinda Jayatissa stated that reports claiming France had rejected the President’s visa are false. Speaking at the Cabinet news briefing at the Government Information Department, he clarified that the postponement had nothing to do with any visa issue, and that a mutually convenient date would be announced in due course through diplomatic consultation.

Embassy of France in Sri Lanka

When we contacted the French Embassy in Sri Lanka, they confirmed that claims attributing the postponement of President Dissanayake’s France visit, due to a visa rejection are false. Responding to our email. French Embassy further confirmed that they are working with Sri Lankan authorities to reschedule the visit.

Key Objectives and Plans for the Official Visit to France

The centerpiece of Sri Lankan President’s visit was to be a meeting with President Macron, aimed at strengthening bilateral relations, expanding cooperation on Indo-Pacific and maritime security, and holding head-of-state-level talks on climate change.

Securing France’s diplomatic support, as a leading EU member state, to extend Sri Lanka’s GSP Plus tariff concession was another key objective. A special meeting was also planned with the head of CMA CGM, one of the world’s largest shipping and logistics companies, focused on expanding investment in Sri Lanka’s port sector and container-terminal infrastructure.

The visit also sought to meet leading French corporate figures to showcase new investment opportunities and attract French investment, to expedite French-funded development projects already under way in Sri Lanka, and to secure support for digital-infrastructure development, drawing France’s direct contribution to Sri Lanka’s economic recovery and technological advancement. How Visa Formalities Actually Work for a Head of State’s Official Visit

For an ordinary Sri Lankan traveller, entering France means applying for a Schengen short-stay visa through the official France-Visas portal and giving biometric data at an external visa center. If such an application is refused, the applicant receives a written decision stating the grounds and a right of appeal, as required by Article 32 of the EU Visa Code (Regulation (EC) No 810/2009). A head of state does not travel through that channel at all.

Under long-standing Schengen practice, visa formalities for diplomatic-passport holders travelling on official duty are handled between the two governments’ foreign ministries by means of a diplomatic Note Verbale, and any required diplomatic visa is issued directly by the embassy rather than through a visa center. This is set out in the Schengen Common Consular Instructions and administered in France by the Protocol Department of the Ministry for Europe and Foreign Affairs. Many diplomatic-passport holders are, in fact, exempt from the short-stay visa requirement altogether under bilateral agreements.

A state or official visit at head-of-state level is settled in advance through diplomatic channels, the Presidential Secretariat and Foreign Ministry on one side, the Élysée Palace and the French Foreign Ministry on the other, within the framework of the Vienna Convention on Diplomatic Relations (1961). The dates, the composition of the delegation and the agreements to be signed are all arranged beforehand. Visa formalities are the final administrative step that follows a political agreement, not a hurdle standing in front of it.

The Opposition’s Claim About a Delegation Member’s Visa

The opposition has also raised questions about the postponement. Samagi Jana Balawegaya (SJB) MP Mujibur Rahuman argued that the refusal of a visa for a single delegation member should not have warranted cancelling such an important state visit altogether. Conclusion

Our fact-check finds that the claim France rejected President Anura Kumara Dissanayake’s visa is false. The Presidential Media Division, the Foreign Minister’s media secretary and the Cabinet Spokesperson have all confirmed that the postponement originated on the Sri Lankan side. The French Embassy in Colombo has confirmed the same, adding that it is working with Sri Lankan authorities to reschedule. Because this was a formal state invitation, the ordinary visa-refusal process does not even apply.

The one thing that cannot be independently confirmed in full is the complete internal reasoning behind the postponement. No new date has yet been announced, though one is expected before the end of the year as per PMD. We rate the circulating claim as false.
