With the escalation of the war in the Middle East, to manage the existing fuel stocks in the country, the Sri Lankan government has initiated a quota system with a weekly limit via a QR code. Amidst this, a fake website claiming to be the official website where the relevant QR code can be obtained has also been circulating on social media. Below is a fact check we conducted in this regard.

Fact Check:

The Ministry of Energy issued a special announcement on 14.03.2026 regarding the issuance of fuel for vehicles using QR codes in order to ensure an uninterrupted fuel supply in the face of disruptions to energy supply networks due to the war in the Middle East. Accordingly, it stated that the QR code system for purchasing fuel will be implemented with effect from 6 am on 15.03.2026. You can refer to the full announcement here.

The relevant announcement clearly states that the website to be accessed to obtain the QR code is https://fuelpass.gov.lk/. This was also reported in the media as follows.

Government Officials Warn Public to be Vigilant of Fake Fuel Pass Websites

Sri Lanka CERT 

The Sri Lanka Computer Emergency Readiness Team (Sri Lanka CERT) issued a public advisory on 16th March, warning citizens about fraudulent websites circulating on social media and messaging platforms that falsely claim to provide access to the National Fuel Pass System. 

The statement also urged the public to refrain from clicking suspicious links or scanning QR codes from unofficial sources, while also being cautious of look-alike URLs with slightly altered spellings or characters. 

Sri Lanka CERT confirmed that https://fuelpass.gov.lk is the only official website for the National Fuel Pass System, and any suspicious cyber incidents should be reported directly to Sri Lanka CERT through its official channels.

Also, Ceylon Petroleum Corporation (CPC) Managing Director Mayura Netthikumara has warned the public about fraudulent websites circulating regarding the National Fuel Pass QR system. Speaking at a media briefing, Netthikumara said that some individuals have created fake accounts to collect personal information. He further stated that the official website of the National Fuel Pass is fuelpass.gov.lk and that citizens are requested not to share personal data with other websites or third parties.

The government has now released a video with instructions on how to obtain the National Fuel Authorisation System (QR code) for fuel dispensing. Full video is available here.
